【摘要】:ThepurposeofthisTechnicalSpecificationistodefinethebasicprinciplesneededtosecurelypreservehealthrecordsinanyformatforthelongterm.Itconcentratesonpreviouslydocumentedhealthcare-specificarchivingproblems.Italsogivesabriefintroductiontogeneralarchivingprinciples.Unlikethetraditionalapproachtostandardizationwork,wheretheperspectiveisthatofmodelling,codesetsandmessages,thisTechnicalSpecificationlooksatarchivingfromtheangleofdocumentmanagementandrelatedprivacyprotection.Thedocumentmanagementanglehastraditionallybeenusedinconnectionwithpatientrecordsinpaperformanditcanalsobeappliedtodigitallystoreddocuments.Therearedifferentarchitecturalandtechnicalwaystodevelopandimplementlong-termpreservationofelectronichealthrecords.Archivingcanbeafunctionoftheonlinerecord-keepingsystem,andwecanhaveaseparateindependentarchiveorafederatedone.Electronichealthrecordsare,inmanycases,archivedintheformofdocuments,butothertechnicalsolutionsalsoexist.InthisTechnicalSpecificationarchivingisunderstoodtobeawiderprocessthanjustthepermanentpreservationofselectedrecords.ArchivingofEHRsisaholisticprocesscoveringrecordsmaintenance,retention,disclosureanddestructionwhentherecordisnotinactiveuse.ArchivingalsoincludestaskstheEHRsystemshouldperformbeforetherecordissenttotheEHR-archive.ThisTechnicalSpecificationdefinesarchitectureandtechnology-independentsecurityrequirementsforthelong-termpreservationofEHRshavingfixedcontent.
